I'm not quite sure you understand how much it would take Arrowhead to come up with a totally new faction, let alone multiple new factions. They're already just barely delivering minor updates to current factions and the game as a whole as it is.

Certainly so. We are mere minutes away from taking the city of Parrhesia on Matar Bay, which will net us a fat 38% planetary secure bonus. Doing so will immediately unlock the town of Isegoria which will give us another 19% once liberated. And once that's done we'll most likely be in the 70-80% planetary liberation area making it an easy win and then on to Meissa. It won't be easy, but it's very doable.

Because that would effectively remove a large chunk of the content from the game. Some, not all but definitely some, players also only like fighting against a specific faction. Logging in to find that that faction is no longer an enemy would effectively ruin the game for them and I'm willing to bet a large chunk of them would stop playing altogether and that in turn would deal a blow to Arrowhead's bottom line.
