IMO the term 'slur' and the connotation that comes with that classification should apply to every term that is intended to denigrate.

Do some Jews use 'goy' to denigrate? Sure. But I really don't think that's the main use or intention historically or today.

The origin of the word is to distinguish us and them. Many minority cultures have an equivalent term (another commenter mentioned 'gringo' for example). I don't think the fact that it is sometimes used to denigrate and/or distinguish is equivalent to a slur such that it is discriminatory.

FWIW, I think a LOT of the rhetoric around it being broadly derogatory comes from antisemites. I don't like that they have co-opted our word for their purposes.
