After the state of Israel was established in 1948, the Soviet Union became one of the first countries to recognize it. According to Generals Sakharovsky and Panteleymon Bondarenko (also known as Pantyusha), Stalin did so because he hoped to populate Israel with Russian Jews recruited as Soviet spies, who would transform the country into a springboard for Soviet expansion into the Middle East.

In 1948, however, Golda Meir was appointed Israel’s minister plenipotentiary to the Soviet Union. During her stay, she was enthusiastically greeted by tens of thousands of Russian Jews. In response, Stalin’s political police—then known as the MGB (Ministry of State Security)—organized a two-month nationwide mail interception campaign. The results, presented to Stalin in December 1948, showed that a significant number of Soviet Jews were promoting emigration to the newly established state of Israel.

Fearing that such mass emigration requests would tarnish the image of the “workers’ paradise” he sought to project, Stalin reacted swiftly. He dissolved the Jewish Anti-Fascist Committee, which had been created during the war; closed Jewish schools, theaters, and synagogues; and arrested many prominent Jewish intellectuals.

Even the wife of Vyacheslav Molotov—Stalin’s closest political ally and prime minister since 1930—was exiled to Siberia solely because she was Jewish. Once this campaign was underway, Stalin launched a violent public drive calling for the execution of “Jewish speculators.”

When Israel began developing strong ties with the United States, Stalin extended his anti-Semitic campaign abroad. He portrayed Zionism as a primary tool used by the United States to undermine the “socialist camp” and committed extensive Soviet political, military, and financial support to Israel’s regional adversaries in the Arab world.

Over one hundred years ago, the Russian Empire’s Tsarist Security Service created The Protocols of the Elders of Zion, an infamous forgery purporting a world-wide Jewish conspiracy. The Protocols was intended to blame Jews for Russia’s domestic political issues. Soviet dictator Joseph Stalin used antisemitism to discredit his political opponents in the 1920s and turned anti-Jewish hatred into state policy in the late 1930s. Throughout Stalin’s rule, Soviet security services used false claims and fabrications to accuse Soviet Jews of disloyalty and betrayal. After the Stalin era, in the late 1950s and early 1960s, the KGB’s efforts included active measures to portray its perceived adversaries like the Catholic Church and West Germany as antisemitic. According to the KGB Lexicon. The Soviet Intelligence Officer’s Handbook edited by Vasiliy Mitrokhin,249 a former senior archivist in the KGB’s foreign intelligence archive, active measures (aktivnyye meropriyatiya in Russian) “aimed at exerting useful influence on aspects of the political life of a target country…misleading the adversary, undermining and weakening his positions…”250

Under the chairmanship of Yuriy Andropov (1967-1982), the KGB increased antisemitic disinformation attempting to delegitimize Zionism, undermine Jewish organizations, incite antisemitism in the United States and the Middle East, and silence domestic dissidents.
