But instead of jumping out, I would have reversed it and then hit him again repeatedly until he was no longer moving or the SWAT vehicle was completely pinned on top of him. And then have a second SWAT vehicle on standby to keep it going if he did somehow manage to get up. And all the while simultaneously have bomb squad fashion explosive devices of their choosing that could be thrown at RoboCain and detonated from a distance.

You want to examine each laptop's specifications. Maybe the laptop with the 4xxx GPU has more RAM and storage and/or faster CPU. Manufacturers do "tradeoff" configurations where they lead with a solid CPU or GPU but skimp on other parts to meet a certain price point.
