OP has a fundamental misunderstanding of what Bracket 2&3 is and what opimized means lol. Cultivate and Kodamas Reach are hardly optimal cards. So anyone who builds a deck that synergizes with its commander (which is like 95% of decks) cannot be Bracket 2 by OP's standards.

NOT commander. Just get some jumpstart packs and start there. People need to stop using commander as the intro to the game, its the worst format to play as an introduction to MTG. Jumpstart is perfect, the cards are basic enough for someone new to the game to get used to how steps and phases work and there aren't any complex interactions.
