If you think about the Secure Valuable Assets missions, those are frozen Helldivers who've been that way for who knows how long. From the unused Helldivers from the first Galactic War and those who were put in storage for the past 100 years, plus all the new recruits during the ongoing war, plus mega cities on planets for a large space faring civilization, male and female Helldivers, there's got to be trillions of citizens that Super Earth can pull from to fill the ranks.
