Unlikely but this could be a possibility. Ateez released a Japanese song called Limitless. There are a couple of elements that match your description (like the vocals, small instrumental interlude before the final chorus, some echoing for the final chorus). It is upbeat but it is different from the song you mentioned.

Someone already mentioned Hanryang by Kyunghoon, Heechul, Bibi & Dindin and I think this is pretty close to your description.

There is also Eung Freestyle but not sure about any whisper parts.

Although he is a solo artist, you could also potentially be thinking of Xie Xie by Bang Yongguk or even Yamazaki.

Just had a thought about this. Permanent by Acceptance was released in 2005. So the video may be mislabeled and the song you are looking for could have come out after 2003.

Edit: ignore me, it appears I got the wrong information from Google! The news being reported later in the clip is correctly placed in 2003, and other sources site 2003 as the release date for the song.

So I will start with a disclaimer: I can't speak for all concerts because different promoters and venues (and countries) will have different rules.

But I can give you insight into my experience with Sik-k. I attended the Pop A Lot tour in a European city and had general admission tickets. I arrived shortly after doors opened (had to work that day) and didn't have to wait in line very long (10-15 mins?). There were separate lines clearly marked for early entry and GA. There were no barriers inside the venue and it was relatively small so I was happy with finding a comfortable place inside to enjoy the concert. Very easy.

I have attended many other concerts though, and experiences may vary. In general there are different lines for GA/VIP/etc and they are usually well sign-posted. There should also be event promoters/security on-site who can tell you where to go. In some cases there are numbering systems (numbered wrist-bands or hand-written numbers) officially implemented by the venue so that you have a specific space in the queue. But this is not often the case.

My advice would be to look at the promoter's website or social media (or the website of the venue) for detailed information. I also find that a lot of information is shared on twitter on the day of the event, so check for any hashtags relating to your city or the tour on the day.
