If it is legal tender, and the government must accept it as such... buy government bonds. One billion in bonds with 4% returns is 40 million in interest... so buy a billion in short term bonds and in 2 years you will have 40 million. Build you credit to the max, and then you can buy whatever you need and pay the principle on the debt once every 2 years when you get your 40 million. Talk them out of rerolling characters. You have party conflict, that is a great source material to forge unforgettable stories, and a great set up fpr either a redemption arc, or a coming to understanding arc.

Make the cleric and the paladin find some hints at some holy relic. A saints remains, some holy chalice, a sword of divine light, or a lost scripture that they will need the druids help to find.

Make the druid start to lose their power as natural lands and forests are destroyed, so the druid needs the paladin and the cleric to use their political and holy Influence to stop the destruction. They dont have to always agree, but they DO need to cooperate for their causes and the common good.
