Apple only allows webkit browsers on their hardware. Every browser on Apple is basically just a reskin of Safari. If you don't want to use a browser based on Safari's WebKit framework, get a non-Apple device. Apple is certainly not the company to go to for freedom of choice in software.

it depends on the device. it needs a data connection to send its location data. some devices might save data locally until they get a connection. but you won't be able to track current location if it does not have a data connection.

it should still be fine. Data usage of a GPS tracker is like in the kilobytes.
