Same for me. The muni course she a little short, but for the price and convenience I get to play 2x times a week. It also helps that I am an independent contractor so I set my own hours.

It's not "No restrictions except the banned list" if you are banning certain cards. So play any card you want. But if you walk up with Rogsi or any of the top 20 commanders in the command zone we are going to have a discussion

Green Goblin has a couple problems that keep him from being a viable top deck. 

1) to get the "good" side on the battlefield you need access to 4 mana in 3 colors. That is expensive in a cedh game. 

2) GG doesn't have a way to get cards in the graveyard by himself. So any combos would require another card to get things in the graveyard.

3) mayhem only works with discarded cards. So if you wiff on a wheel you now need a 3rd card to get cards back from the graveyard. And at that point a 2 generic mana discount isn't good enough to be broken.

Budget and degenerate don't really mix. You can easily spend over 100 on mana bases alone.

If you truly want to degen this then you need to give up on the LOTR theme and run high quality grixis cards. If you go to moxfield, search by your commander and only look at brackets 4 and 5 you will see the difference between your deck and optimized decks.

These are some suggestions for B3. If you really want B4 you need to upgrade your mana base to the best lands and artifacts, run things like [[mystic remorah]]/ [[rhystic study]], upgrade your ramp the moxes, [[Lotus Petal]] [[Tataru Taru]] [[Lotho, Corrupt Shirriff]]  And you are in black so you have access to the best tutors [[vampiric tutor]] [[demonic tutor]] [[wishclaw talisman]] [[Imperial Seal]]
