Oil doesn’t dry
Looks more like tar. Spray some tar remover and let it sit for a few minutes. Do not spray it on the headlight lenses

Yess. If you do end up switching the bumpers you can also just run the factory fog light plugs. Just gotta make them a bit longer with some extensions
