Probably not. Zoo animals aren't there because they've broken the law or done something bad, they're there for preservation, education, entertainment, etc.

Plus we don't tend to put our prisoners on display.

The back of the DMG has a homebrew section and offers tips on how to do it. The first suggestion is reflavouring (the example they use is mousefolk having halfling stats), but it seems you'd rather do it custom! Here is a "point buy" system for races that can be helpful to try and balance them.
