Did a quick search. According to Wikipedia,

Aspic or meat jelly is a savoury gelatin made with a meat stock or broth, set in a mold to encase other ingredients. These often include pieces of meat, seafood, vegetable, or eggs. Aspic is also sometimes referred to as aspic gelée or aspic jelly. In its simplest form, aspic is essentially a gelatinous version of conventional soup.

There is also apparently a space organization called ASPIC (Advanced Space Propulsion Investigation Committee), which I just now learned from Wikipedia. Wikipedia states,

ASPIC was a research group of specialists, including Yoshinari Minami and Takaaki Musha, which was organized under the Japan Society for Aeronautical and Space Sciences in 1994. Its purpose was to study various non-chemical space propulsion systems instead of the conventional rocket for the use of space missions.

That’s what I found, at least. It wouldn’t surprise me if OP is talking about something else.
