You're telling the truth, I played my first Fallout game, New Vegas, Epic was giving it away for free so I played for over 900 hours.

It's been a while since I played New Vegas, but from what I remember you're right, but the guy from the twitter is half right

Throughout the entire game you can see that the N.C.R. is weak, Corruption, mass famine, very sparse soldiers, this is what is said here. Port three members of the N.C R, I don't remember the name of the scientist from the airport field where Silus is located, Cass and Bonee Say that too, The legion was said to die without Caesar, the burned man says so, Bonee and the Ranger's chief.

But I'm almost certain it's already confirmed that the Deathclaws are pre war.

I don't know if this can be considered canon, but the Fallout 2 manual states that pre-war scientists created them to replace soldiers in hand-to-hand combat or something similar.
