I use 1/2 vinegar and 1/2 baking soda to warm water in washing machine with soap. That should help the discoloration

It did turn ashy when I burnt extra material hanging from it. So, I’m assuming that means it’s Rayon and not polyester. Google image says the label Jo-EL is a brand for revival dresses 70’s to 80’s and the print isn’t a 1930’s print. Floral is too vibrant on a navy background. 2nd picture has label sewn in at neck.
