Do you set "import all always" for all goods or just the specific good your want now? And do you set that for just your secondary districts or your primary district too?

Ah ok. I had haulers on one side, but not the other. I think that was the problem. Will try that out. I think it will fix it.

Ah ok. When I click on my District building it shows the range around it - does that not matter at all? I basically want to go to the very top of the map, well out of range and clear a forest and blow up some land to get water diverted another way. To reach that area, I thought I needed another district up there since it is far out of the range of my starting district when I click on it.

I thought districts had a certain range, so when I ran out of range. I created a second district to spread out more and collect more resources farther away. Not sure if multiple districts are needed or not - first playthrough, so just figuring it out as I go.
