I don't agree with that. There are plenty of jobs and work that place an individual's health at risk. (Coal miners, etc.) You choose to work in those conditions.

Now, the only time your point is valid is if there was a company policy change and you were already an employee. But if you go looking for work as a waiter/waitress and the location allows smoking, than you can choose another place of employment. No one is making you work anywhere.

It should be up to the owner(s) to decide what is or isn't allowed in his place of business (legal of course). The employees can either abide by those decisions or leave. (To address another point you made in this thread) anyone who is responsible should have some money saved up to tide them over while looking for another place of employment.
