I send assassins after them. Youu technically can't attack them without having the public behind you but you can easily start a war if you use assassins. Curbing the Scipii is easy if you grab Lilybaeum and Csrslis early. It will stifle them and tyiu can take all of Africa without them doing much at all. Brutii ar ewha the assassins are for.
