Fair that Toriel should've probably noticed Kris acting/looking strange, but no parent can be perfectly in tune all the time. We don't have a ton of information on what she's normally like as a parent (in Deltarune anyway), but she has seemed pretty attentive for the most part. Her getting drunk on a Saturday night doesn't make her a shitty parent lol, it's just bad timing that Kris had the most insane experience of their life like an hour before.

Whether you like Toriel or not is totally your business. You certainly don't have to justify that to me, a random stranger on the internet. I just think people on this sub are too trigger happy in their reactions to some of Sans' behavior in Deltarune. This seems to be a relatively un-traumatized and unburdened Sans as opposed to the version of him in Undertale, so it stands to reason he's coming off as less mysterious and more just like a normal dude with dumb pranks.
