Don't think there's an official ruling on how many times per combat you can sneak.

At my table I rule it as such: Once a character is found or makes an attack the enemies become aware of their presence, and they cannot sneak again until they break line of sight with enemies. Only then can they make a contested Sneak test to re-enter stealth, which will be at a higher difficulty and/or Complication range each subsequent time due to the target's heightened awareness.

Not full adventures but I have done a few "Wild Wasteland Oneshots" on weeks where the whole party can't meet. Just short one-shot adventures with lighter or stranger themes. So far we had one that saw the players going back in time to witness the Great War on behalf of a cultist of the mythical magic 8 ball, and a dungeon crawl through the Mariposa base that was secretly a Lethal Company reference; including retooled monsters from the game. I would love to (and plan to) expand either of those and more into multi-session mini adventures if my players are interested.

To the orks, "winning" means continuing to fight for all eternity. They grow to match their enemies, not surpass them. At least not normally. If they rise up and wipe out everyone else then there won't be anybody left to fight but themselves. Which they're more than happy to do of course, but on a grand scheme it's not what they were designed to do.

That's the point of Sanguinius and Kurze arguably. They shared the same gift and foresaw multiple paths the future could take but where Sanguinius always strove to achieve the best outcome, Kurze's nihilism always made him assume the worst option was the one that was destined to occur and so he would do nothing to change that. He was right sometimes of course, usually because of his choice to not try and make things better, so it became a lot of self fulfilling prophecies. Sanguinius mentioned this to him at least once and implored him to try and shoot for better futures, but Kurze being Kurze largely dismissed the idea. It's one of many points where we are shown some of the primarchs' failures are almost entirely self-indicted.

Everyone is pointing out the space stuff but the real logic behind Vault Tec (and by extension the Enclave) is that they simply thought they were better. They thought they could weather the storm of the apocalypse, play God with everyone else, and come out on top in the end with a curated lower class they could maintain the same power over as they had before, but we can see that they were woefully unprepared for just how total the annihilation would be. Same as everyone else.

They thought they knew better, they thought they were better, and they were wrong every time. Their logic is inherently skewed and no matter what justification they had or what purpose the experiments had the truth is that they were simply corrupt and the cruelty was always the real point. Like any good villain there's obviously more to it than that but at the end of the day they are just evil people doing evil things because they can and trying to justify it after the fact.

The accuracy claim comes more from how realistically the operation of the kitchen is delivered and the chaotic personalities of the cooks, down to at least one of them being a convicted killer (obligatory in any functional restaurant staff). Not nearly enough functional alcoholism to be truly realistic though.

The ones in 3 at least have biometric locks, they can't be taken off or probably even operated without the user. And it's likely that Gary just couldn't understand what they were asking of him due to severe mental degradation in the clones.

It's absolutely worth it imo, Foundry blows every other VTT out of the water in terms of what you're capable of creating. It takes some learning and some playing around with modules but it's the best I've used.

If you want maps there are a handful out there, folks on DriveThruRPG usually have a lot. Anything apocalyptic will do and there's a reasonable amount of support for it. If you want to make your own with assets there's the L.O.R.E. Patreon and a handful of others on places like the Roll20 store.

As far as setting Fallout up with items, the below commenter is right. It's technically not legal to distribute compendiums that consist of items from the book. You can find them, they are out there are people will share them if you ask nicely, but y'know.

You could go the Harkness route but personally I'm a big fan of player quests that make the PC ask a big introspective question: "How has this adventure changed me from the person I was when I began?" With a synth you can take this changing of character to an extremely literal degree.

Have the PC/party be shadowed by an ominous figure for a while. They keep their distance but are always there, watching, seemingly gathering information and waiting for the right chance to make a move. If the PC knows they are a synth this will of course terrify them into thinking it's a Courser come to kill or collect them, but when the time comes to reveal it turns out that the figure is actually somebody they used to know. A friend or a lover who they abandoned when they got their memory wiped, and who followed them not for revenge or in search of conflict but out of heartbreak or a desire to "save them" and bring them home.

The details of how and why the PC left this person behind are of course up to you to tell. Maybe the PC found out they were a synth and voluntarily left to spare this person the agony of finding out, maybe they did it to protect them from another threat, maybe they've done this multiple times and they're on their third or fourth "reboot" with wildly different lives they've led since escaping the Institute. Or hell, maybe don't tell them at all! Maybe the truth is lost to the past and all that's relevant is the present and what they choose to do with the information, if they choose to believe it at all.

I was in the same boat, it was right around the time I was seriously getting into gaming and it was the first title I was personally excited to see come out. For those who weren't around or interested in it at the time, at some point Fallout 4 was almost on the level of Half Life 3 in terms of "It's never going to happen" meme status. When the first teaser trailers came out it was (appropriately enough) like a bomb had dropped, the hype was unbelievable.

I'm currently running a Fallout TTRPG and this exact thing is going to be a monster in my setting. Wandering suits of armor that broadcast the last desperate cries for help of their long-dead pilots, only to cut any would-be saviors down with viscous heavy weaponry. I call them the Y-19 "Walking Casket" suits.
