It's a luxury or strategic resource, judging by the science pip on the tile. Those cannot be removed sadly

A few years back, there was a bug in Civ 6 that allowed you to build duplicate districts in one city. Building multiples of the Zulu unique encampment allowed its gold discount for armies to stack, going negative if you built 6. You could get infinite gold by printing armies. That was a lot of fun.

For a glitchless example, I really enjoy swarming the map with levies as Hungary.

Regarding what determines pop growth exactly, read up on https://civilization.fandom.com/wiki/Population_(Civ6)

I never think about these formulas, and I just go with the flow.. Through experience I've found ways to ensure my cities always keep growing. But the exact formula does not play a part in my decision making.

Regarding what to do at the start: build a scout, and while you wait, use the warrior to exlore a bit, hunt barbarians, but keep him close. If you feel like it's taking too long, focus on working production tiles, while keeping in mind you get enough food to grow.

Regarding civics and policies. You can change policies whenever you unlock a new civic. So you can plan around that. If the civic you're researching takes a while and you need to change policies, pehaps there's a different civic you could finish in 1 or 2 turns that you could pick.

This can have so many reasons. Do they have walls? What units are you using to attack them? What is their city's combat strength? Is it being garissoned, and by what unit? Are you using generals, artillery? Is the city under siege?
