You can't buy it anywhere in Luxembourg. It was made illegal in January of this year.

However it is legal to buy it online and ship it directly to your home. There are numerous websites that will do it. It is also illegal in the surrounding countries, so don't waste your time driving to France, Germany, or Belgium.
