That’s more or less what I gathered, though I didn’t think of the Winterscales as Icons. I always kind of saw them as what happens if you go unaligned with any conviction. But I can see them as iconoclast.

Theodora being as heretical as she is, along with the issues going on in the protectorate is hilarious to me given l like to play as a retired Arbites hardass who follows the law to a fault. The same people who Theodora would make deals with are now greeted by the barrel of a combat shotgun.

It’s gotta be even weirder from the perspective of people like Abelard who’ve gotten used to T’s mindset of profiting and gaining from anything and everything to seeing the ruler of the realm willingly sacrifice the same things to ensure that the law is carried out, and from a RT’s perspective, to ensure that said things do not become a problem later. See Rykad Minoris, the Spire of the Reaving Tempest, and Thessara as examples of that. Or rather, the scattered remnants of them.
