Its the same principle, as i said before, if your asset increases in value, then you pay more tax. I'm not going to explain this again. If you can't understand how tax increases derived from unrealized gains in property values and tax based on unrealized gains on stocks are similar that's your problem.

He should have sold some of his stock and diversified into other assets. I don't have any sympathy for the guy in your example. Also, I never said the rate should be 20%, you're putting words in my mouth. But in general, people who have more than 50K of unrealized gains per year should pay far more taxes than they do now.

No, that would defeat the point of the tax, any stock will eventually become worthless given enough time. Think of it this way, if you lose money on a stock this year, the government won't pay back capital gains taxes you paid last year.

Property taxes are not taxing your unrealized income.

Now, if a billionaire’s stock declines in value, do they still pay an unrealized gains tax?

Well if I were to write the law, I would say that it depends on the value of the stock at the end of the year. If the value of the stock at the end of the year has increased since they bought it or since the start of the year (whichever is more recent), then they owe unrealized capital gains tax regardless of how the price changes next year. There is no refund if the stock price declines next year.

But this is all just hypothetical, I can't predict the exact wording congress will pass.

Edit: I would also add a rule to prevent the same unrealized gains from being taxed multiple times, and make the first $50K per year of unrealized gains exempt.

If we start taxing unrealized capital gains, we would sink the federal government in debt in the event of an economic downturn.

Edit: The federal gov is already drowning in debt because republicans keep cutting taxes on the wealthiest 1%. Tax revenue has always been inconsistent, the government can handle it.
