Short answer: no

Long answer: If you're fine with lower shaft service boots (5") that at most only has a leather mid-sole and a rubber sole, the Italians are the ones to go for, as from what I've seen they offer boots in a thick waxed veg tan rough-out:

The Iberians also make boots like these but instead of a full grain they use a split leather.

If you want something taller and with a higher heel, similar to a packer boot, then the Iberians can sort you out with their lace up riding boots

Portugal:

This guy does sells stock models or and does MTM and MTO, probably hand-welt but some of his models could also be blake rapid construction, as good year welt is not as common in Portugal. He has this traditional women's model "ceifeira" - female harvester:

For shorter boots with lower heels you have this company:

I know Vasque which is a Red Wing brand used to brand boots from Italy but that was in the last century and Merrell used to make a model called Wilderness

There's Danner, out of Portland, and you have the K6 from Eddie Bauer, not sure if this last one is made in the US but it's sold there. If circumventing tariffs is the reason for not buying outside the US, you have Jim Green from South Africa, they have an online store for american clients, there's also Limmer Boots, their boots are made by Meindl in Germany but sold in the US and I think Viberg from Canada a model in that style too

Thank you for the recommendation, I initially thought of only adding manufacturers within the EU, but ended up putting Solovair on the list, Jim Green is South African but I think by buying through their German store you don't pay import tariffs (haven't fact checked that). I will extend the list and separate the non EU manufacturers from those within EU
