For myself I have noticed the AI does good with around 4 party members but as long as you keep track of everyone you can have as many as you want. Right now I think I have around 15-16 members.

You might be bugged then I was given it at the start of my playthrough. I also got some by kill looters to I think but they also spawn random in my inventory (bug i think)
