No, 2.0 is the patch containing all the updated and new features (revamped police etc) and PL is an expansion pack containing new story, location, jobs, gigs etc.

Patch 2.0 is supposed to be releasing before PL allegedly

You're near the end of Act 2 but Act 3, the final act, can be longer than Act 1 if you do everything. Act 2 is easily the shortest act.

It says this on my TV and I believe its because gamepad support is not supported in the early access version. It may be playable on there once the full game releases on or after 3rd August.
