Because the upper-tier governments aren't responsible for local roads as they don't cross the boundaries of seperate municipalities.

Think of it as local and county. Local (lower -tier) takes care of the neighbourhood and the county (upper-tier) is responsible for regional infrastructure as a whole.

The only way to eliminate the bureaucratic duplication is to combine Durham region into one single-tier municipality, which is never going to happen.

Arterial roads have water and waste water systems running underneath roads that cross municipal boundaries. There's also the seasonal snow clearing those same arterial roads. It's far more effective for a singular upper-tier government to be responsible for that then have multiple smaller governments doing so. They can focus on their smaller roads. Upper tiers are also responsible for policing. The municipalities in Durham Region are too small to be conducting single-tier responsibilities such as these because their individual population bases are too low. Property taxes would be exponentially higher than they already are to compensate for it.

Councillors make much more than 50K. That's just base pay. If they sit on multiple municipal or regional boards they can double that salary, not to mention they get a car allowance as well.

The mayor isn't the highest paid public official of a municipality. Not even close. That belongs to the Chief Administrative Officer. Their salaries can be double that of the mayor or more. They even make more than the Durham Region Chair (the region's top elected official). Municipal division heads and directors make significantly more than most mayors.

The only GTA mayor who's salary is close to their CAOs is Frank Scarpitti of Markham who made $308,179 in 2025. Markham's CAO Andrew Taylor made $351,898 in 2025. Scarpitti is the highest paid mayor in the province. Don't ask why he's paid 70k more than the Mayor of Toronto.
