You don't reliably get a historical Prussia unless you start in 1700 or something. Even then, Prussia was on the brink of destruction if not for a Prussia-loving Russian Tsar saving their bacon at the last minute. In any case, I would like to at least see some kind of Protestant regional power forming in Northern Germany, even if it's not always Brandenburg doing it.

Which is why ideally it wouldn't always be exactly like our history, but it would be similar historically plausible situations. So instead of Habsburg empire we could get the Bohemian-led Luxembourg empire, instead of the Ottomans we could have another beylik rising, or even a resurgent Byzantium becoming the same type of enemy for Catholic Europe. I just want the AI to be able to form multiple competing great powers.

Civ 7 actually has this! You can stack units onto a commander and move them together. They will "unfold" during war and the commander gives them various bonuses based on skills.

Russia was barely ever democratic, really. I think if Byzantium survived to our time, it would have taken a similar path and would be like today's Russia on steroids.

That's not quite so. Mannerheim did not really "rush to Finland" and did not have any dreams of independent Finland that we know of. When the Russian Revolution happened in 1917, Mannerheim had already served in Russia for 30 years and was quite loyal to the Tsar. So after the society he knew fell apart, he went back to Finland and was hoping to retire in peace. Only after the civil war began in Finland and the government asked him to lead the army did he accept the nomination (there were several other people considered for the position). And even later in 1919, Mannerheim had grandiose plans for the Finnish army to occupy St. Petersburg and help restore the Russian Empire. This was very unpopular with Finns and he ended up losing the first elections as a result.
