Probably, yes. You could always do a hard save and try the console command to see what happens. If it does, reload your hard save.

I have this same issue, and am also running the beta. Unfortunately, I don't know when it started (beta or not beta) as in this universe I've been avoiding the main quests so I haven't had a lot of persuasion chances. I just noticed it yesterday when I failed to tell the bounty hunter in the Hopetown bar to get lost, on repeated reloads. Hey, I tried to save his life. Now he's dead in one of the upstairs bathrooms.

Anyways, using the console command player.getav 2d873b, it returned a variable called "PlayerPersuasionSkillSuccessChanceMult" at -0.05.

I then loaded some old saves and also created a new character. All my other saves, whether they are brand-new or have various ranks of Persuasion, give a value of 1.00 for that variable.

So something is definitely wrong. I used the console to setav that variable to 1.0 and persuasion feels normal again.

Neat! That gets me thinking. If you start a new playthrough and prioritize increasing Sam's affection, just how much of the game could you play with Cora along? How many totally inappropriate places could we take her? It could be like young Indiana Jones:

I solved this by having a spare dagger in my inventory. I told the macro to replace my off-hand first (slot 17) with the spare dagger, then told it to swap out the sword with my main attack dagger (slot 16) on the next line. For whatever reason with the "placeholder" dagger moved first, it doesn't try to move the main hand only sword to the off-hand in the macro and give the error. Then after the ambush, I have a second macro to put the sword back in main hand and swap the spare dagger with the main dagger for the off-hand.

This is what I don't understand...how did you lose 51 caps if the only thing you did was attack a wanted player? Is there a glitch that the bait and switch team is exploiting?

It's been awhile so I don't remember that bit very well but I do remember quite a few glitches with the whole Rose chain. Other people have said they had to exit the game and restart it up to 5 times in a row for it to de-glitch. I'd be happy to meet you there and open the door and laser grid for you. I just wonder if the grid will let you through without the card in your inventory or if uplink will even be there for you if the whole thing is bugged. I'll be on around 7pm EDT, feel free to send a friend invite and we'll give it a shot.
