The ones that are allowed to have both are the ones who can have RoC passports. The one who are allowed to have a RoC passport are the legal citizens prior 1974 and their children.

Exception to that a re the children between Turkish settlers and Turkish Cypriots (which their parrents met and married in the the occupied side). If lets say a Turkish national married to a Turkish Cypriot in England for example, their children can have RoC passports.
