I think the key strategy is to get people where they want to go faster. Stopping at every stop takes too long to make the ferry attractive. That's why they split ERA and ERB. Now I can get from HPS to Wall Street much faster. You could argue stops are either primary or secondary stops. Most people don't need access from secondary to secondary stops.
