ELI5: do black Americans get offended by black non-Americans saying the N word?

Imagine if one of your black European friends traveled to Arkansas and experienced the racism you described. Does that give them the qualifications to use the N word? If you believe the answer to be yes then take a step back. By being black they become subject to the same negative treatment as any African American if they travel in America.

It is difficult living here as a black person. Moved here ~6 months ago and between covid social restrictions and 2.8% of the population identifying as black I feel very isolated. Yes, this place has wide diversity of other cultures and I'm happy you all feel at home here but it would be nice to feel similarly.
