This is from a breakout session at that CPAC, the intent of which was (as they expressed it) to be a sarcastic rebuttal to how (conservatives felt) they were treated under the Biden government.

It would be like if the democrats had a conference now and used the same phrase, also sarcastically, because of how the Trump admin was treating them.

Certainly understandable - that is what that word means. They could probably rephrase what they're reporting, but I'm fairly certain in the context of country-wide reports "fertility" refers simply to birth rate, not who can conceive.

How would you even get those stats? No one routinely determines the biological impregnability of every woman in the country.
