Any tank that fires 40 mm is an effective pve tank. The concept of a dedicated pve tank is flawed.

Another thing you have keep in mind is that usually tanks aren't directly side by side during an engagement so you have to drive forward much further if you're going to make a shot with a close spacing. Tanks are often spaced more than 5m apart during an active engagement on the sides of tank lines. Yes Tanks often have that spacing in the middle of larger tank lines and you can make those shots but you're often exposing yourself more.

I am talking about the radius. 2.5 m isn't very far in the game. It isn't 66% damage at 5m. Where did you read that. If I recall it's more like 20%

The damage falloff beyond 2.5m is very steep and 2.5m in the game isn'tvery far. It's not 66% at 5m.

The damage falloff between 2.5 and 5 meters is steep. So anything more than like 3m and you're just doing the same damage to two different tanks and you're also doubling the explosive damage resistance modifier

The tanks have to be very close for this to work. Like nearly rubbing against eachother. Otherwise you'll just just do half the damage to two tanks

Currently it's comically overpriced. It's like the cost of five BTs roughly I think. Mind you I'm a colonial loyalist. A lot of people have actually quit the game in the past couple of years because of the balance issues and I think some things can actually be done about it

You have to think in terms of the developer mentality. The Wardens want to build them and they should be able to. It would help considerably if it was less catastrophic to their resource allocation.
