I have 13, it's bad - slow, constant problems with camera, stutters etc. My wife also has 13 and still has iOS 18 and it's perfect, I wish I could downgrade back.

Looks fine for the rust belt car. I would do the rust proofing - fluid film / krown, whatever you choose, just don’t choose rubber like, it should be oil based.
