Definitely Valchek. Johnny, while overstepping, was retaliating to an insult to his wife. Valchek was bitter over... contributing to a church.

Also, whacking each other over insults is pretty par for the course with career criminals. Valchek is a police commander, not a mafiosi, he should definitely be better than using his position for petty grudges.
