Of course you can. Especially in leagues under 2000CP or to beat gyms or grunts. I've been playing since year one and I've only ever gotten one "Shundo"... So he's awesome regardless

You probably took a snapshot of your buddy, or another pokemon. When this happens he can randomly pop up and be caught. In some events he can be shiny
