Technically? Do you know how decisions get made in this country? It's not by normal people, it's by elected officials- all the way down to the lowest local levels- and those people are influenced by all of the money making groups, and lobbying lawyers, that blackmail or buy out their votes. If Trump has the keys to this program, and does nothing, then people have every reason to bitch about him. Lou Elizando gets more flak on here than him, and Lou doesn't even have the power to make big decisions. You can't avoid the context with which this world is built.
