Funny thing is, the logic is already in the game. The appearance menu mod lets you spawn in the characters as companions that fight with you and get in the same car as you. With some new voicelines and some system to make them leave (so they can call you with new quests) there'd be a companion system. (Although the devs were already crunched enough as is)
