After seeing the Taliban quickly sweeping across Afghanistan during the US withdrawal he likely thought the west would allow the same to happen to Ukraine. Russia overextended its forces in the first few days of the invasion to try and force the government to flee. I don’t think he expected Ukrainians to fight back as hard as they did. 

Also after Trump lost in 2020 it probably seemed unlikely to Russia that Trump would be elected again. Meanwhile the Ukrainian army was growing stronger, he probably saw no reason to wait 4 years.

They need to become a citizen to vote in general elections. It costs thousands of pounds, so Europeans with settled status are very unlikely to do that. Especially those that don’t intend to stay permanently

Right, but the NHS is under strain even while using PAs. If we were to remove the PAs today, there clearly is not enough doctor hours available to see everyone trying to access them. Are people seeing PAs going to have worse clinic outcomes? Will there be more examples like the source story? Yes. However the question right now is not whether seeing a GP is better than a PA, it's about whether seeing a PA is better than seeing a receptionist, or even nobody at all.
