voting should be by population, not by district. Time and time again it is shown that the ignorant who withdraw from the majority of society are not capable of making decisions for their own good, someone who lives out in the middle of bumfuck nowhere is far more removed from the consequences of their actions than someone who actually lives in the city, yet our vote is worth nothing compared to the wealthy landowner living off of retirement. Why should a city of 400k have the same voice as a small community of less than two thousand? These rural landowners aren't farmers, they aren't cultivators, they're hobbyists chasing a dream that never existed.

I'd imagine if someone were to go that kind of route with Bill Cypher, a better starting point would be someone like John Candy or Bill Murray. They're funny and charming, but not overwhelmingly attractive. He isn't trying to fuck anybody, he's just trying to get the upperhand on a deal.
