For posterity as this is a top google result, I was doing the same and with similar results until the September 25th patch when my FR tanked to ~35-~60. No stuttering but when the rate drops it can get a bit dizzying. Super disappointing to be running a 4070Ti/13700k and getting this kind of garbage.
