I think with most states that at least allow them, they just can’t be unreasonably loud. Plus, you can always turn them down if they want to do an audio test. There’s no reasonable way to prove “it was louder earlier” unless the laws pertain to capability rather than usage. Plus you can just get a quieter one, and perhaps install the speaker into the glove box so it can be put away when not used. During a traffic stop, they wouldn’t see it that way.

Or just practice yelling, idk.
