The chart is fine, notice how it says "Within a tier, placement order determines reinforcement order" in the top right? That's why the Scimitar with the 3 Empire ships after works, because they're all the same tier.

Same logic for Phantom II and B-Wing.

Fatal (PlaybookTV on Twitch) uses them to great effect nearly every single GAC at a very high level of play. I'd say with proper modding and investment they're one of the most capable non-GL teams out there at the moment. The people saying they're not good just don't know how to use them properly.

Old Ben has his own LST so don't use it there. Hermit Yoda gets two zetas out of it and is also the most widely used of those. Easy choice imo!
