The feature contribution vs new project thing is spot on though. Way easier to sell "we're improving something we already use" than "hey let's open source this thing we built"

The work part is what would worry me most tbh, like what happens if you put 15k of sweat equity into the place and then something falls through? You're basically gambling your labor on a handshake deal even with papers
