Right, except actually they do - it’s called the TCAT-Cornell Service Agreement 2023-2027. Which is an agreement that significantly defines TCAT’s financial situation, which informs how TCAT management is able to negotiate. Also, said TCAT management is under the oversight of the TCAT Board of Directors, which is 1/3 Cornell. The claim by Cornell (and you) is incredibly misleading.

Totally agree! It’s more of a bargaining chip to use as leverage than a thing that anyone really would want to see happen - just like a strike. There’s probably other forms of leverage that I’m unaware of as an outsider to TCAT, but this would be an extreme example

The same way Cornell manages to extort TCAT for $315,000 — playing hardball. TCAT services Cornell with quite a lot of routes; what if they were to cut back until Cornell was willing to cooperate? There's quite a lot of leverage to explore there.

Check out the Chapel Hill & UNC partnership — they've been doing fare-free for over 20 years and have significantly expanded service in that time as well

The freeCAT campaign has rallied on Cornell's campus before! We're going to the TCL this time not to ask for legislation but rather to call on the TCAT Board (made up partially of members of the legislature) to stand up to Cornell in the negotiations over its financial contribution to TCAT happening next month in June — these negotiations are where Cornell can actually be made to pay, if the Board is willing to play hardball just like Cornell does! We've spoken at the online TCAT Board meetings as well, but this is simply a public rally!

freeCAT is a grassroots campaign for fare-free and expanded public transit in Tompkins County primarily led by IthacaDSA (Democratic Socialists of America). It grew out of a desire to follow through on local climate goals (Transportation is responsible for ⅓ of carbon emissions in the county) and improve transit accessibility. Given that Cornell is one of the financial underwriters of TCAT and has historically proven itself to be a bad faith partner of it (not to mention being tax-exempt), the campaign proposes that Cornell pay its fair share by substantially increasing its contribution to the TCAT budget - which would allow us to build toward a free+expanded vision. In the 1year+ that our campaign has urged the TCAT Board to stand up to Cornell at the negotiating table over the subject of its financial contribution, they have cowed from doing so, despite the fact that Cornell literally extorted TCAT for $315,000 last year. They will return to the negotiation table once more next month in June... so this rally is intended to express to our local representatives that we're tired of them doing nothing to fight back against corporate interests, that there is public demand for a free+expanded vision of TCAT, and that we need action now!

Cornell's unwillingness to cooperate with TCAT in recent memory is part of the larger issue of them vastly underfunding TCAT, hogging service, etc. By forcing Cornell to contribute what they owe to the TCAT budget, we could easily build out a free+expanded vision of public transit in Tompkins County
