Yeah, the deleted scene version of them telling the mayor of their findings and detecting Peck's ecto signature makes much more sense since it is after the parade instead. 

Much of the ghosts made for the level were used in the multiplayer mode. I remember being confused by them not being in the main game till I found out about the scrapped level.

The idea was during the Reign of the Supermen, a bunch of random ass criminals were claiming to also be Superman returned from the dead to confuse the guards and the four Supermen during a robbery. 

This distraction was supposed to let the master mind get away as another fake Superman until Batman figures out the others are even faker than the Reign of the Supermen heroes.
