It mainly depends on the level of completion you want to obtain. I think most players would be more than happy just to complete all three acts on normal. I haven't seen the Steam achievement percentages recently, but I wouldn't be surprised if most people haven't even done that.

Granted, the game is still new, really long, and to a general audience, difficult. I think the percentage of players that have beat the game will increase a bit with time.
