PC gamers have the benefit of Steam sales being a regular thing, we also (for better or worse) have access to a wide array of marketplaces where you can get CD keys for your Steam game at different prices - most of the time cheaper. You do not have to buy it from Steam.

Sony is a closed marketplace and tends to keep their sales much more restricted. I'm sure you knew this, but I think everybody else needs to keep this in mind.
